    "content": "On a point of order, hon. Speaker. I wish to seek your indulgence on a matter that I wish to seek your ruling and guidance on. I really appreciate your in depth knowledge of jurisprudence in matters of the Constitution and law in this country. I wish to raise matters touching on the Constitution and law before the Motion on the Presidential Address is moved, so that we can clear our minds on issues that we have doubts in. This House is the author of all the laws in this country and we must abide by them. We must also interrogate them whenever they are being applied. The Motion that is almost being moved is a very important one, because it touches on the preamble of our Constitution, which sets out the aspirations we placed upon ourselves as we set off on a journey to a perfect nation. We decided amongst ourselves and kindred on a Government based on human rights, equity, freedom, democracy, social justice and the rule of law. Hon. Speaker, Article 35(3) says that the State shall publish and publicize any important information affecting the nation."
