    "content": "Article 254(1) says that as soon as practicable, after the end of each financial year each commission and each holder of an independent office shall submit a report to the President and to Parliament. I agree that what the President did is good. He should tell the country who are corrupt and who are not, but the mandate of making the report to Parliament is vested in the Ethics and Anti-corruption Commission. I have not seen compliance with Article 254. I wanted to know whether they have submitted any report to Parliament as an independent institution."
