    "content": "To finish my point of order, every report that is required from a commission or holder of an independent office under this Article shall be published and publicised under Article 254(3). I do not think anybody has complied with that Article. Article 254 says that you must publish and publicise it. Article 35 also says that you must publish and publicise it. So, we cannot debate a Motion which is not in concurrence with the Constitution of the Republic of Kenya."
