I expected the annexure that was forwarded to Parliament to have been signed by the person who forwarded it. I am probably missing the page on which the person who forwarded the document to the House signed. Nobody has signed this document to show where it has come from. Hon. Speaker, I need your indulgence so that we know exactly who its source is. Definitely, the person who authored it is not the President. It was forwarded to us to discuss. I agree with what the President said. His Address was great. However, the procedure is very clear; that we need the signature of the author of this document as well as the covering letter which forwarded it. I want you to guide us on that point. Thank you."
