"content": "With regard to publication in the Gazette, that is an Executive function. The publication of the Report in the Kenya Gazette does not bind this House in regard to debate or not to debate. What is important is that the Address by the President is already before the House without objection. Hon. Members are at liberty to consult that Address and make what they may of it. Thirdly, the hon. Junet raised the issue of Article 254 of the Constitution and, more specifically hon. Jonh Olago Aluoch alluded to it; it says: “At any time, the President, the National Assembly or the Senate may require a commission or holder of an independent office to submit a report on a particular issue.”"
