    "content": "The issue of medical equipment was also indicated in the President’s Speech. In fact, we are putting so much money into the programme. Looking at the problem as it is now, my greatest fear is that we do not have people to operate the equipment when they are put in place. I am worried that we will probably have medical equipment lying somewhere and people will not be using it. There are many areas of programmatic nature that face the same sequence of reporting good things, but not changing peoples’ lives."
