    "content": "Mr. Deputy Speaker, Sir, this Petition is long overdue. I would wish that whoever will be answering it, will tell us who these people who are recruiting students are. This is because they are doing so in the name of going out for further studies, to work in embassies and a lot of other lies. There seems to be a conduit which is operating here in Kenya and in those foreign countries. These cases involve mostly women. We also need to ask our embassies in those Arab countries whether they are aware of those cartels and whether they could complain to anybody about them."
