    "content": "Mr. Temporary Speaker, Sir, I beg to move:- THAT, this House adopts the Report of the Budget Committee on the Budget Policy Statement for the year 2011/2012 laid on the Table of the House on Wednesday 13th April, 2011, subject to: Deletion of the words âIn this regard, the ceiling for the PSC for Development should be Kshs2 billion, which is 0.62 per cent of the National Development Budgetâ and substituting therefor the words âIn this regard, the ceiling for the PSC for Development should be Kshs2.4 billion, which is 0.65 per cent of the National Development Budget; and that, pursuant to Article 241 of the Constitution, the Budget for the Ministry of State for Defence be separated to reflect allocation to each of the three Arms of the Defence Forces and General Administration."
