"content": "Pursuant to Standing Order No.143, once laid before the House, the Budget Policy Statement stands committed to the Budget Committee for examination, in consultation with Departmental Committees, and upon which a Report is to be tabled in the House by the 15th of April. Mr. Temporary Deputy Speaker, Sir, the control and oversight of the National Budget is one of Parliamentâs fundamental mandates. With the enactment of the Fiscal Management Act, 2009, and the coming into force of the Standing Orders in December, 2008, Parliamentâs role in the Budget process has been strengthened, and for the second consecutive year, a Budget Policy Statement has been laid on the Table of this House for scrutiny and approval by Parliament. The Budget approval, a role we play as legislators, only fulfils a minimum constitutional requirement. Indeed, effective execution of Parliamentâs mandate requires that it ensures that the Budget is fiscally sound; the allocation of public resources matches the needs and priorities of the citizenry, and that the Budget is implemented properly and efficiently. Parliamentâs involvement in the Budget making process offers Parliamentarians an opportunity to evaluate whether the Governmentâs objectives are in line with the principles of affordability, equity, comprehensiveness and transparency, as provided for in the Constitution.
