    "content": "Mr. Temporary Deputy Speaker, sir, Secondly, there is the issue of linking the Budget to the national priorities. Our concern is that to meet the Government objectives, the budgeting system must provide a strong link between Government policies and the allocation of resources. Indeed, a major objective of the Medium Term Expenditure Framework (MTEF), which is the current approach to budgeting, is to provide a linkage between policies, planning and budgeting. There is no doubt that a credible budget system is one where there exists a link between policy, planning and budgeting. During a recent consultative meeting, it was clear that the Vision 2030 targets are yet to be achieved, while sectoral priorities have remained largely untenable because they are not adequately linked to the Budget. The Government is on record as being in the process of fully operationalizing programme budgeting. However, the Committee is concerned that the programmes, as indicated in the BPS, lack coherence and in some cases, the key performance indicators are not easily measurable. Moreover, some Ministries have been consolidated into one programme, whereas their mandates suggest otherwise. This is a pointer that there is inadequate capacity in this area. The Committee, therefore, urges the Minister to seriously look into the entire programme budgeting framework and address the aforementioned issues as a matter of urgency. Mr. Temporary Deputy Speaker, Sir, thirdly, there is the issue of macro-economic performance and recent development and future projects. On the economic growth, the BPS asserts that overall economic growth for 2011/2012 will be 6.1 per cent, assuming normal weather pattern during the year and expanding to 6.7 per cent in 2012/2013 and 6.8 per cent in 2013/2014, with agriculture, electricity, water, finance, tourism and construction being the growth drivers.
