    "content": "Mr. Temporary Chairman, Sir, I beg to move:- THAT, Clause 40 of the Bill be amended in the proposed new Section 56A, by deleting the words “the Authority” appearing at the beginning of the proposed new section and substituting therefor the word “Cabinet Secretary” Mr. Temporary Chairman, Sir, the amendment vests the responsibility of making guidelines on the Cabinet Secretary and not the Authority. The Authority may be consulted."
