"content": "Mr. Temporary Speaker, Sir, the court case ended on 20th February, 2015. The ruling was very clear and we have explained specific prayers they asked for; for example, a declaration that the circular from the Commission on Revenue Allocation (CRA) was null and void and should be quashed. However, that was not granted but instead, it was dismissed. Another order that they asked for was that the Controller of Budget should approve and disburse to the assemblies’ funds based on the budget approved by county assemblies. In other words, they did not want the Controller of Budget to subject their budgets which were passed in an assembly to a further review by the Controller of Budget. Again, the court did not grant that. Instead, it dismissed that order. In fact, the court upheld the fact that the Controller of Budget has powers to oversee the implementation of the budget based on the national laws passed in Parliament. Mr. Temporary Speaker, Sir, as we speak, up to mid this month, 30 counties had complied with the ceilings. The remaining, 13 of them, were actually in discussion and I think by now they have agreed with the CRA, subject to amendments.
