    "content": "Hon. Temporary Deputy Chairman, I want to oppose this amendment. I do not understand how you are going to define ―verifiable and logical progression‖. Are you going to leave this to the subjectivity and discretion of interviewers? Someone would be blocked because an interviewer or whoever is short- listing is not convinced that the person has demonstrated a ―verifiable and logical progression in the attainment of his or her educational qualifications‖. Once you can demonstrate that you have the minimum qualifications that we have prescribed, it is sufficient. The others should be left for the interviewing panel to decide whether you are qualified for that position or not."
