    "content": "I beg to move:- THAT, Clause 7(1)(a) of the Bill be amended by- (b) deleting the words ―and public entities‖ and substituting therefor the words ―national and county governments, and all public entities, in order to achieve the objects set out in Article 249(1) of the Constitution‖. The essence of this is to achieve the objects of Article 249(1) of the Constitution."
