    "content": "Hon. Temporary Deputy Chairman, let me thank the hon. Members who have already spoken. There is provision in our Constitution requiring that we give everybody equal opportunity to get appointments in the public service. The provisions that we have made, as a Committee, followed a lot of consultations. Therefore, I urge the Member for Rarieda to withdraw his amendment in favour of the amendment of the Departmental Committee. Our amendment is more comprehensive. It gives Kenyans an opportunity to compete for the position. There are many practising members of the public. We need to give then opportunity to be interviewed and vetted. The President can then choose someone from a list that will be submitted to him."
