    "content": "Thank you very much, hon. Temporary Deputy Chairman. Hon. (Eng.) Gumbo is my very good friend but today I do not know what happened. We are trying to horizontalise power by moving it from the centre to other areas. You know that all the commissioners and judges are sworn in before the President. This is an independent office. It is independent from everybody. The President is sworn in by the Chief Justice. This elevates the stature of the Office of the Chief Justice. It makes it what it ought to be; that it is not subject to anybody. I oppose this amendment and urge hon (Eng.) Gumbo to drop it."
