    "content": "The outsourcing is happening because we are not able to give the Auditor-General enough staff. We are not able to hire. If we were able to give the Auditor –General enough resources to hire enough staff to carry out auditing, we would not want him to outsource. However, the moment we fail then we tell him to take this route and then we hold him responsible, I think that is going to be bad."
