    "content": "Thank you, hon. Temporary Deputy Speaker. I appreciate this chance. This is one very important moment for our country. It is a constitutional requirement for the President to present a Speech on the state of our nation every year. As it is, we expect the speech writers of the President to give him a true reflection of the state of our nation every year as it is, nothing more, nothing less. If you look at this year‟s Speech, it dwells basically on three basic areas, namely security, economy and our relations with other nations. If you look at what the Speech says, in terms of security it does not reflect what is on the ground today in our country. It says our nation is more secure now, but I fail to understand how true that reflection is in our nation. I just came from a place called Baragoi; it is part of Samburu and there is total anarchy in Baragoi; there is no security and everybody is taking law into their own hands. Saying that our nation is secure does not make any sense. Baragoi is more like a failed state within our State; there is no government presence at all and people will tell you that."
