    "content": "On a point of order, hon. Speaker. I need your direction on a matter concerning the Office of the Controller of Budget. This afternoon, I tabled the Office of the Controller of Budget Half-Year County Governments Budget Implementation Review Report for the Financial Year 2014/2015. I have done this in the last two years. This is based on Article 228 (4)-(6) of the Constitution, which says:- “228(4) The Controller of Budget shall oversee the implementation of the budgets of the national and county governments by authorising withdrawals from public funds under Articles 204, 206 and 207."
