    "content": "Finally, we even raised these concerns about why the Executive is not able to ensure that the absorption of Development Expenditure is as per what this country would want to see. By the end of the financial year, the development part of the Budget is only absorbed to 20 or 30 per cent, yet the current expenditure is either 100 per cent or more. This is because we are not debating this kind of report. If we were debating this report and making clear recommendations to the Executive when the year is still progressing, then we would make very good strides. That is my contribution."
