    "content": "Thank you, hon. Temporary Deputy Speaker. The President did a very good job to tell us the state of the economy and how we are doing as a country. He also talked about development and infrastructure. Let me also mention programmes that the Jubilee Government launched. One of the programmes the President talked about is the Integrated Population Registration System. This is a comprehensive database of all registered persons residing in Kenya, both Kenyan citizens and foreigners. This is one of the best things that I have ever heard in this country. As a country, we are fighting terrorists and we do not know how many foreigners we have in this country. This will go a long way in helping the Ministry of Interior and Co-ordination of National Government to ensure we know who is in our country. It will also help us in planning purposes and service delivery to our people. The other issue that the President talked about that I think will go a long way to help this country to move forward, is the digitization of the land ownership process."
