    "content": "The President mentioned devolution. He recognised that we have increased allocation to the counties. We allocated Kshs190 billion, then Kshs226 billion last year and we project to allocate Kshs258 next year. This is a good thing. As we continue to plan for our counties, we should look at where the money is going. Is it making a difference in the counties? We all know it is not. The World Bank Report indicated that most of the counties hardly spend their money. About 90 per cent goes to waste and only ten per cent goes to development."
