"content": "Mr. Deputy Speaker, Sir, this will be the third year that we, as the Senate, are looking at the Division of Revenue Bill. Section 3 of the Bill clearly sets out the object and purpose of the Act, which is to provide for an equitable division of revenue raised nationally between the national and county levels of Government for the next financial year. It also provides for the financing and continuation of ongoing services in accordance with Articles 187 and 203 of the Constitution. Mr. Deputy Speaker, Sir, the Schedule to the Bill provides for the actual sharing out between the two levels of Government and then, of course, some sections of the Bill – Section 5 – looks at what will happen if there is variation. This is a standard section that we have provided in the last three years---"
