    "content": "Regarding emergency funding, we have counties which require relief food year in, year out. It is important that we give people the formula of how to get bread and not bread itself because we cannot be depending on relief year in, year out, and the money allocated for emergency does not even reach the intended people, but end up in people’s pockets. We must come up with proper structures in terms of dealing with our emergencies. With those few remarks, I beg to support."
