    "content": " Thank you, Mr. Temporary Speaker, Sir. I had to let Sen. (Dr.) Khalwale do the seconding because I just arrived this morning from India and had not gone through the Bill properly. Now that I have read through the Bill, if you look at page 6 of the Bill, we are actually, as a Senate, perpetuating a fraud on the counties. When Sen. Billow was moving the Bill, he said that the most important table was on page 6. If you look at page 6, the percentages and figures given do not add up. We have been arguing that we need more money to go to the counties and devolved functions are not being adequately resourced. These include agriculture, water and rural roads.
