    "content": "Thank you, Mr. Temporary Speaker, Sir, for giving me this opportunity to speak on this important Bill. We all know that the Division of Revenue Bill is, in fact, to me, the most important Bill that this Senate passes in any given year because it relates to the distribution of income between the national and county governments. Therefore, it is a pity that we are always reduced to this; that on this most important Bill, we are given only five minutes. But on some other peripheral Bills, we can be given as much as half an hour. So, I would plead that, in future, particularly starting from next year, we do such things in such a way that we can even take three days debating this Bill and that each Senator is given adequate time."
