    "content": "It is a shame because this is a very important document and we need to be given adequate time to ventilate and contribute to it. But the way it is now, it is such that after I finish making this statement, my time will be over. Mr. Temporary Speaker, Sir, what I wanted to say in this little time I have been given is that everything is about good timing. When we were doing the budget policy statement, we were given less than 24 hours to contribute to that very important document. Today, we are called upon, in less than four or five hours, to debate and pass this Bill. This beats the whole purpose for which we have actually been elected. If you look at Article 96, that is actually the prime reason why we are in this House. So, it is a shame and we really need to look at this matter and revise this system so that priority agenda like this one should be given more time. I support the provision for emergency funds, and I would have said much on this issue but we have to move on.
