If you allow me to raise an issue about the Nairobi Delegation; the Senator for Nairobi is on record as saying that he has stepped aside – whatever that means – he said that he will not attend sessions, he is no longer a Deputy Whip and he will wait until whatever is going on is over. Can, therefore, the Nairobi Delegation have a proxy to vote for that Senator because I believe the distinguished Senator who is the Chief Whip for the Majority side is voting as a Nairobi proxy. If the voter has stepped aside, can there be a proxy?"
