If you go to any school function and there is parading of the non-teaching staff in the school, once the cooks and the watchmen are mentioned, the students are very happy about them and they clap for them. These are the ones who are very close to them. They can let them sneak out and in. They also corrupt them. To avoid any kind of corruption, then let us pay them well, so that they do not have to go to the students to solicit for extra funds. They have to look upon the administration to give them guarantee and security. I was a parent at Alliance Girls High School and we had one very good watchman who used to treat us very well as parents. He used to call everybody âpapaâ. During parent days, the parents used to reward this man openly in the school administration. Those kinds of services should be rewarded, but should be open rewarding. If we want our schools to have discipline and stop the kind of riots that have been taking place, we should have a scheme of service for non-teaching staff in our schools. The reports which have come out from investigations into cases of indiscipline in our schools showed that there were collusion between the non-teaching staff and the students and at times between the teachers and the students. While the teachers are guaranteed of their scheme of service and they do their work very well and we appreciate it under the TSC, we would also want to see the non-teaching workers well taken care of by another administration. Therefore, we urge the Ministry of Education to give a uniform scheme of service for the entire country. It should also apportion some money towards the free primary and secondary school education for personal emoluments and say what kind of employees should be in a school. These include the drivers, artisans, bursars and house mothers in special schools. They should state their qualifications, terms and conditions of service. These should be spelt out very clearly, so that there is no question when it comes to the BoG in interpreting the circular that should come out. With those remarks, I beg to second."
