Senators, you understand why it is becoming a little bit complicated, but I am sure you are going to bear with me because on the second amendment, the Committee of the Whole decided what it has decided and it has been moved by the Senate Majority Leader. I am now going to propose a Question which is that the Senate Majority Leader begs to move that the Motion be amended by inserting the following words at the end thereof “subject to the re-committal of the Schedule to the Committee of the Whole”. This is an unusual procedure because the Chairman of the Committee of the Whole ruled. What it means is that you are going to debate whether or not it should be re- committed to the Committee of the Whole. This Motion does not need to be seconded."
