    "content": "them on how they should manage the resources that are sent to them, but most primary schools do not have accountants to do basic accounting for the school. So, you will find that everything lies squarely on the head teacher and the school management committee that comes for meetings once in a while. So, if you have a head teacher who is not very responsible, most of this money may not be used well. I think it is important that we have a clear scheme of service for these very important people, who are the backbone of the schools. I hope that hon. Members in this House and even the Ministry of Education will support this Motion so that we can be able to give these people what they serve and boost their morale so that they can manage our schools better. Madam Temporary Deputy Speaker, with those few remarks, I beg to support this Motion."
