"content": "I do not see the reason why we should put the word ―shall.‖ It is not different from the original one that we are trying to oppose. Why should we make it mandatory? When the need arises the audit can be done. It should remain ―may‖. Why do you make it the same as the original one that you are trying to argue about? There is no difference between it and the amendment that we have just opposed."
