    "content": "Thank you, hon. Temporary Deputy Chairman. I oppose this amendment basically because we are over-legislating. If the Auditor- General looks at the books and thinks that there is no need of looking at the whole procurement process--- Let us leave that at the discretion of the Auditor-General. We are saying that wherever he goes, he must to it. It might not be necessary for some institutions."
