"content": "Act, Cap.2011 to be able to realign with the realities of today other than the realities of yesterday. I think we will find a window of opportunity to be able to incorporate some of that information that you have given us in this House. We are also looking at the structure and the nature of people who will manage both primary and secondary schools. There may be need for specific qualifications that are required to manage some of these institutions so that we are able to put it in the legal framework which will come on the Floor of this House for passage. Therefore, I look forward to yet another debate that will inform this House on the kind of measures that the Ministry alongside the recommendations of the task force that will be laid on the Floor of this House in the form of Sessional Paper after it has gone through the Cabinet and also as a form of legal framework that will inform the kind of reforms that we intend to carry out. Obviously, the scheme of service for this cadre of staff will be a welcome feature. With my colleagues, I am also going to engage the Public Service Commission, because they have a similar scheme of service for subordinate staff in the Department of Personnel Management (DPM) and see how we can cross-fertilize the information available on the other side and see how this could be made viable. One of the biggest problems is that, we may agree on something here which might become totally unviable because of the nature in which we have grafted that response. Therefore, in principle, we are saying that we shall be looking at the scheme of service but in tandem with the current expensive reforms that we are doing in order to realign the educational policies and programmes with the current Constitution of Kenya."
