"content": "Madam Temporary Deputy Speaker, every child has a right to be in school, a right to study, a right to food, a right to nutrition and a right to health. Therefore, we must put these concerns into a legal framework which will then have the potential of releasing the resources that come along our way. I will be hinging heavily on Members of Parliament to assist us to be able to get the necessary resources to support education. I believe that investment in education is a critical factor. Investment does not only mean investment in teachers but also in our own children and non-academic staff who are working diligently in our institutions. These are all very important people in ensuring that we have an education that we can be very proud of. We look forward to this debate that will come. The task force will be presenting its report within six months. It was set up in February. So, I am hoping that by August this year, we should have a preliminary report and we will subject that report to the stakeholders, and you are part of the major stakeholders. We have had the benefit of getting your information earlier than we had anticipated. That is why we are not opposing this Motion because it will form part of the body of the arguments that we use in coming up with the final document which will form the Sessional Paper to the Cabinet and this august House for informed debate. This is a very informative stage and if you could only bear with us so that we can carry through the process which will then result in the legal framework which will have effect and which will pronounce the kind of action that we must take as a Ministry."
