    "content": "countries in Africa. Sometimes we want to emulate what is happening in other parts of the world. However, when you look at what we saw on the face, in Nairobi and elsewhere - there are very isolated areas of Nairobi, maybe just around where we are - we see that there is a lot prosperity in the country. If you look at the Budget, it has gone up three times. However, what surprises me sometimes is the trickledown effect. This Budget has gone up; we are spending three times what we were spending in 2003/2004. Workers’ salaries, however, have not gone up. This is why we are seeing what we saw yesterday; people running around Parliament here, because they believe that Parliament can speak on their behalf, which we have to do. We have to speak for the people who elected us. The trickledown effect is not there, because of various factors. Most of the problems we have are to do with corruption. There is a lot of wastage. We have seen some of the projects we are doing. In fact, I think there was an article which I may not want to quote from - It is subject to denial that out of these trillions of shillings of the Budget we are talking about, almost a quarter of them goes into wastage and there are issues of corruption and so on. I am sure that if we can look into ways of handling corruption--- This corruption is not a monopoly of one place. I think it goes down. It is some kind of a culture. I believe that somebody gets a job in order to get something on top of what he is earning. This is the problem we have. Madam Temporary Deputy Speaker, we have issues of mismanagement, poor planning and red tape which sometimes delay the release of the money. I am happy that when I raised the issue of the release of these monies last year in August, the Minister gave an assurance to the country that this year the money would be released earlier. Indeed, he did that."
