You were able to assure this House that the money for free primary and secondary education was going to be released early and you released it in January. It helps a lot. When these children are sent away from school, they lose a lot of time. If we will compete with the others, like we say and yet children are out of school--- For example, the primary school teachers have taken advantage of this. I am sure my colleagues, hon. Members, must be having the same problem that we have had in Vihiga where a headmaster just wakes up in the morning and says that children must go back home and bring Kshs10. I have been saying that this is something that can be done because if the DEB passes something or an instruction comes from the Ministry that this must be done, we must communicate with the people. You must call a meeting and tell the parents that we have decided that the money you are paying, for example, Kshs1,060 per child is not enough and the parents have to contribute. However, they must be given adequate time to look for that money to take it to the school, because children do not have money. So, when you see children walking along the roads because they have been sent away to bring Kshs50 or Kshs20--- The idea of the Government which came out of the campaign manifesto of 2002 was just trying to reinforce what had been said even at Independence, where we were saying that the main problems that we had in this country were illiteracy, poverty, hunger and diseases. So, we are just trying to bring out what had already been said earlier on. However, now that we have institutions which are working and highly qualified Kenyans running Ministries, for example, the professors who are running the schools, I think we will be able to do much better."
