    "content": "The Government said, at that time, that it was free primary and free secondary education. At that time the fee that was being paid, for example, in a day secondary school, was around Kshs15,000 and the Government was subsidizing it. The Government was paying Kshs10, 265, but because of the rise in the cost of living, the total amount that is supposed to be paid now in some of these day secondary schools is more than Kshs20,000. So, the problem gets back, particularly to the leaders. Some of these students think they can get this money from the CDF and yet they cannot get all the money from the CDF. All of us here are Members of Parliament and the CDF is allocated only 2.5 per cent of all the revenue that we generate. This is the case and yet everybody depends on it. If the Government doubled the balance so that the amount it remits to secondary schools is Kshs20,530 per student, it will ease a lot of burden on the parents, guardians and the local leadership. These primary schools get Kshs1,060 per child from the Government which is also not enough. I request the Minister who is here to request for more money so that the Ministry can churn out Kshs3, 180 to take care of this."
