    "content": "Madam Temporary Deputy Speaker, we have just debated the good Motion on the management of this money; how we can have people who can manage these funds. These head teachers are good teachers. They even taught technical subjects when the 8-4-4 system started. However, if you go to a school you had allocated money to build toilets, you will see that they have collapsed. I have been asking these teachers how they were teaching the technical subjects if they cannot even supervise somebody to build a simple toilet. What they have been doing is to get a mesh wire, they put it on the ground like this and put concrete on top without reinforcing it. I think we need to have specific people who are tasked to do this kind of thing."
