    "content": "Madam Temporary Deputy Speaker, what I discovered about the primary school money, like when it comes to things like when they have to go for trips and so on, it is not per child. That money is given to a school and there is a problem. If the numbers are high because of the large enrollment, then the money is not enough when you share it out per child. I think we will have to change the system and go per child. When the Minister was answering a Question on this money last year, I remember him saying that if the teachers do not submit the returns on time, they will suffer by not getting the money on time. However, we were saying that it should not only be headteachers, but also the education officers like the DEOs and the PDEs who are in those offices who are supposed to make sure that the headteachers submit the information on time."
