If you consider it all, it reads something like this: ―disciplined in line with the established code of ethics and liable on conviction to a fine.‖ This must now be the third penalty. There was one which has already been passed. Two, he has been disciplined and then there is another conviction which is to a fine not exceeding Kshs5 million again and an imprisonment for a term not exceeding three years or both.
