    "content": "Thank you Madam Temporary Deputy Speaker. I beg to second this Motion. I will start by congratulating hon. Yusuf Chanzu for bringing this important Motion. I would also like to thank the Government for this noble idea of starting Free Primary Education and Free Secondary Education programmes. I think that was a very wise idea. However, I think it is time to review the idea. As the Motion says, it is not possible--- If we were paying Kshs265,000 in 2003, so much has happened in the last ten or five years. We need to review those figures. In the new Constitution, the Bill of Rights says that every child has a right to education. Although it has not defined the quality of education, I think it means that they have a right to quality education. Therefore, for quality education to be achieved, we need to make sure that we finance education properly. I would like to support the Motion by saying that the prices of books, food, fuel, electricity and other things have gone up. It"
