    "content": "Hon. Temporary Deputy Chairman, I am talking about Clause 68(a). My point is that we want to remove any reference to anybody else apart from the Auditor-General in the sense that when making regulations, the Auditor-General may want to consult anybody not only the Cabinet Secretary for Treasury. So, putting there ―in consultation with‖ binds him that he must consult somebody else and yet, we know that he is independent. From the other day and even today morning, we removed any Articles or any parts of the Bill that require the Auditor-General to consult or work with anybody else. I want to convince the Chairman of the Committee on this that because the regulations will come before this House. Let us leave it the way it is."
