Temporary Deputy Chairman, I beg to move:- THAT, Clause 68 (1) be amended by deleting the words ―Cabinet Secretary responsible for the National Treasury in consultation with‖, As you may realize, I am proposing a very specific amendment. I propose that we remove any reference to the Cabinet Secretary, Treasury. The Auditor-General is the one to make regulations without consulting anybody. I wish to plead with the Members to support it. This is an independent office. The Constitution Implementation Commission (CIC), the Independent Electoral Boundaries Commission (IEBC) and the Kenya National Commission on Human Rights (KNCHR) make their own regulations and bring them here. Why do we want to tie this particular independent office - that the Auditor-General must consult with the Treasury? I want to plead with the Members that we remove reference to the Cabinet Secretary of the National Treasury."
