    "content": "Hon. Temporary Deputy Chairman, I beg to move:- THAT, Clause 72 be deleted. When we debated this Bill, we hoped that the Auditor-General is not only looking at figures, but also at things like value for money. He should look at whether the policy being prepared or implemented makes sure that the way the money is going to be used gives value for money to Kenyans. If you tell us that the Auditor-General cannot look at the efficacy of a policy, then we are going in the wrong direction."
