"content": "it is important to keep on checking to ensure that there is separation, in terms of accounting for CDF money and other monies provided by the Ministry. Madam Temporary Deputy Speaker, we need more Quality Assurance Officers (QAOs). There has been a shortage of QAOs for years to the extent that other teachers are being used to play this management role, yet they are not supposed to do so but remain professional teachers. I know that there is a shortage of QAOs, but it is very important to address this issue, so that they can not only be able to check the application of finances but also the quality of education being provided. Finally, I want the Minister not to give an ear to politicians, who are interfering with the management of education in my constituency. Recently, there was a mass transfer of teachers, which I am very happy about because the exercise was based on an analysis of the performance of the affected teachers. The exercise was overseen by a committee at the District Education Office. Some of the teachers who were transferred had stayed in one school for over 13 years, thereby running down the same schools. So, the Minister should stand very firm on those transfers. They must take place. We must avoid promoting clannism and other political interferences in the education sector. In my constituency in particular, I will give the Minister my full support. Let education specialists manage education, and politicians do what they are best trained to do. With those remarks, I beg to support."
