    "content": "Thank you. I want to agree with hon. Jakoyo Midiwo. The Standing Orders are very clear that this must be done in the Committee of the whole House. Over and above that, I have been in this House and I was agreeing with my colleague here that some of us are experts at Third Reading. Even in the last Parliament, sometimes in the Third Reading, we were only three Members and I have never in the history of my over six years in Parliament seen what we are trying to do today. The re-committal is usually done in the Committee of the whole House and then it is taken to the House after the Committee of the whole House. What we are trying to do in the entire time, and I sit in most of the Third Readings---"
