"content": "Mr. Temporary Deputy Speaker, Sir, I also want to say that as we ask the Government to increase this funding, we should look into management of the same because increasing alone is not enough. Any money given to anybody must be managed well. So, I would also request the Ministry or the Government to look into the fact that the managers of schools, that is, headteachers and principals should be trained in school management. They should be properly trained so that they are able to manage these funds properly. When they manage the funds properly, they will be able to run their schools well. I also want to say that the inspectorate is not adequately funded. Just like we are asking that the Government increases funding for schools, I also wish to say that the Ministry should increase funding for the inspectorate section. This is the backbone of quality performance in schools. They are not able to move because they do not have funds and they do not even have vehicles. So, they are not able to inspect schools and without this inspection, the schools are not run well. I also want to say that poor staffing also contributes to poor performance. So, besides asking the Government to increase this funding, it should also look into the idea of increasing the staffing levels. Some of the teachers are taking advantage of this and are charging parents money. I know of some of the schools in my constituency where teachers have been asking Standard eight pupils to pay Kshs2,500. So, the idea of free primary education loses meaning when parents are asked to pay as much as Kshs2,500 and yet they cannot afford. If we increase this money, we will be in a position to monitor, through the inspectorate section and ensure that no extra funds are demanded from parents."
