    "content": "Mr. Speaker, Sir, on the issue of transparency, this is an extremely weighty matter. We get a lot of demands from Kenyan students on this issue of scholarships. So, we will reconsider that position. If our budget allows, we will consider printing the names of beneficiaries in our dailies. We, as a Ministry, will sit down and see whether we have money to do that kind of thing. It is a good proposal. We, as a Ministry, will take it up, deliberate on it and look at the possibilities of printing these names in our print media. Secondly, we will investigate the two cases that were mentioned by the hon. Member; that is the one in Russia and India. I want to invite the hon. Member for tea in my office, so that we can look at this list. If we find out that there are people who are benefiting and they do not deserve, then appropriate action will be taken. I promise that we will take decisive and expeditious action on this matter."
