    "content": "Mr. Speaker, Sir, that is a good proposal because if you imagine a district like Loyangalani where Mr. Lekuton comes from, It is a proposal that we will take up and explore the possibilities of communicating to each and every district education officer on this issue of scholarships. So, we will take it up. Lastly, we will investigate on those two issues to make sure that no student who does not deserve this bursary gets it through crooked ways. I want to assure the House that on the issue of bursaries, we are transparent. We believe in meritocracy. We also take into account regional and gender balance. From now henceforth, we will actually be considering issues of counties. That way, all the counties will be taken care of. That will cascade across to all constituencies."
